Shiva Nazar Ahari sentenced to 76 lashes & 6 years in prison

How come Shiva Nazar Ahari gets a sentence of of 76 lashes and 6 years in prison for demonstrating, but the thugs that were demonstrating outside of Karroubi's house get a free pass?
